When building a Warhammer Army either for Fantasy or 40K is the main thing you want to do is; build an army within the points value you are shooting for, that also has the best balance between survivability and combat options (ability to use spell-casters, shooters, melee units, yadda yadda - you know what I'm talking about kids, its all about being able to do THINGS)?

Well, let's say that I love my Space Marine army but I want to get out on the tabletop and make a name for myself as a winner (who doesn't enjoy winning)?
So I would, in theory, buy a force that was effective on the battlefield while being fun to paint (you cant paint something you hate, at least I cant) and was interesting enough for me to like.
That's the core of the hobby. Vanilla Marines offer alot of possibilities for a nice little army with decent fluff, but unfortunately, what you field, won't match your fluff.

Precisely. If I started the game with 120 boyz on the table and there's more than 50 of them still standing at the end of Turn 4, my opponent is an epic failure.

Evil is always debatable. DE torture to avoid death, and subsequent Slaaneshi raeps, while SM's are psycho-indoctrinated, Xenocidal, genetically engineered supermutants. It all depends on the spin, you know? That being said, I tend to avoid outright calling my army either-or, and just go with it. Plus, how can you get mad at a face like this?

my thoughts are to always play an army you enjoy. if you play it enough, you can learn to win with it. Think of this:
i love Ultramarines. I have played them now for going on 16+ years. i have sold them all and started anew 4 times, and everytime i want to paint or play, i go back to the boys in blue.
unfortunately, the space marine codex is beginning to horribly suffer from codex slide. The marines themselves are no match for the later released GK, Space Wolves, and BA codexes. GK are just terribly overpowered, and the wolves are ridiculously under-costed for what they can do, and blood angels do come at a small premium, but not enough to offset their ridiculous advantages.
but i still play Ultras because i am behind them and enjoy painting the models.
I also don't loose that many games (although it should be noted that my last tournament win outside of best painted was a rogue trader tournament when they still gave out the Griffons on the pedestals as trophy's)
its all about playing what you like, and having fun doing it. Im not that into the GK's (especially as there are like 12GK players in my area) or SW or BA (again, more of those any any other army save for GK). I am also weird and like assault squads and chaplains, so i tend to play them. They aren't going to show up in any great National Ard Boys list any time soon, but they are fun for me and since i have used them so much, i know how they play and use them in games to great affect.
if i only painted what was "tournament capable" i wouldn't have 5ten man tactical squads painted up, and instead would have a counts as cantor model painted, with 3 6man stern guard squads complete with 6 combi-meltas, all in razorbacks with las/plas, and cantor with a termie assault squad in a land-raider, putting in two six man taticals, with some sergeant stuff, and both of their transports are las/plas.
its not perfect, but that list will definitely win games for you. problem is it isnt fun to model, and it isnt fun to play.
my thoughts are stick to what you enjoy and learn how to play that well. i have seen plenty of tournaments won with "bad" units because the person playing them knew exactly how to play them.
