I may have just missed it in the rules, but can land raiders fire at 2 different targets? I'm a Space wolves player if that would make any difference on the rules. I.E. Long Fangs with a Sergent.

Yes and no. They can fire an additional weapon (beyond what they normally could) with Power of the Machine Spirit. That additional weapon may fire at a different target. All the others have to fire at the main target.

On another land raider related note, can land raiders move flat 18" out and still fire one weapon per Machine spirit?

Land Raiders are not fast, therefore do not get the flat out move.

If you had a fast vehicle with Machine spirit, like a stormraven, you can move flat out and fire 1 weapon.

This is also answered in the FaQ. (Blood Angels and GK's I believe)

Ty for the replies, so for clarification 12 inches is the farthest a raider is moving correct?

Correct, as it is not a fast vehicle. Well, if you have a road it can move further....

Only the rhino chasis tanks in BA are fast. Which is basically everything BUT the LR.
