They're
technically legal, as they're
GW publications and the books - aside from the Apocalypse versions of the books - don't say you need opponents permission. However, there's people who flat out won't play you because they think you'll plonk a Baneblade down in a 1500pt game (which is a stupid reason since that's
cheating anyway) or people just don't like being surprised by non-codex units. Discuss it with your opponent beforehand, and let them know you have Forgeworld stuff and let them read the unit entries before the game.

IA units and lists tend to be a bit weaker and higher priced than codex units (a good example is the Leman Russ Executioner. In the
IA book is just had a plasma cannon in the turret. When it became a codex tank, it got cheaper and the turret became a 3 shot plasma cannon). Some units are outliers and are pretty overpowered for their cost (eg Land Raider achilles, Caestus Assault Ram, Lucius pattern Drop Pods, and a few others), but the majority are either just about right or shy on the side of being underpowered or overpriced.
