I see 15 Lances at range - so either I'm miscounting, you miscounted, or you forgot to list something.
6 on the Ravagers
2 on Razorwing
4 in Scourges
3 with the Dias
First things first - the Dias is, hands down, probably the single worst investment in the Codex. It costs too much for what it is, and obligates you to pay more than you should have to in order to fill it, and on top of that can only be bought with one of our most expensive ICs. What is that one unit ringing up at - around 600 points or something?
600 points that can be penetrated using a lascannon on Turn 1 5+ and wrecked/destroyed even off a glancing hit?
And can't get FFs or NSs to even try to help?
Meh, meh, meh. I'd avoid it - a basic Raider will be almost as survivable and will not make you waste 2 lances every time you want to move over 6" (and theoretically if you're using Vect you're trying to cram him into h2h as fast as possible, yes?)
I'm not sure I see the value of the Razorwing when you want to bring so many Venoms - they both serve the same purpose. It's not as 'meh' as the Dias, but I would analyze what you're doing there before taking 6 Venoms and then some additional anti-infantry tools.
I think that Trueborn build is kinda silly expensive, and not really the best thing to partner with Vect. They want no part of assault, and functionally you'r buying 5 extra bodies because of the Dias rules that have little purpose being there. 4 w. 4 Blasters in a Raider is not shabby - personally I'd like to see Vect with an assault oriented squad, but I do think you need the anti-tank. Eh...it's a debate, I just think you need to consider what happens if you want to flat out with Vect turn 1. Poof, there goes a lot of your anti-tank shooting.
Scourges are okay...though I personally think they're pricey for what they're giving you. Even two three man Trueborn squads with 2 lances each would be better for anti-tank purposes - and it would save you a *ton* of points.
If you absolutely love Scourges, I'd at least strongly encourage you towards haywire Blasters (which will give you *something* that can deal with Blessed Hulls and Monoliths reliably, which is a plus) plus they'll be able to deepstrike/move and still shoot, which is *huge*.
Personally I'd probably drop them and use the points elsewhere, but you really need to consider what they will or won't get you - and Scourges have a lot of glaring weaknesses when equipped with lances.
