So I just bought two hive guard models and they didn't come with the black bases. Are they normally like this? Or did something weird just happen to mine?

When you opened the metal blister, was the clear plastic open on one side? I bought blisters of Ogryns that were missing bases or other parts because of the incredibly shoddy GW packaging. Return it where you got it and pick up another, they should come with their bases.

They should have bases. If you can't find em, tell GW. They'll send you two new bases no problem.
