In your opinion, which codex has the most diversity and allows you to have a variety of army builds?

I personally think its either space marines or Tyranids.

I know some people will lambaste my post for this, but I actually think it's Chaos Marines. Hear me out on this. I didn't start with the 3rd edition book, so I didn't get to play the options in it. When I first saw chaos, I saw the current book. It allows you to play an army based on one of the 4 greater powers, a mixture of the powers, or even a basic, undivided army. There are plenty of vehicles, plenty of melta options, and previous to the SW codex, some of the best basic infantry (normal CSM, not including special groups) in the game. You can go with nasty terminators (MoS, 5 meltas, 5 dual LCs), Daemon stuff with Princes, 1 GD and lessers, possibilities are near endless. Is it as effective as other armies? No, but the options are there. I think a lot of people who don't like it are people who felt cheated after the awesomeness of the 3rd edition book-and I don't blame you. But as someone coming into the current book only, I feel it's very diverse. Just keep in mind, it's diversity is based on which edition you are more used to. In this case, 4th is diverse to me.
