Trying to figure out exactly how this works.

Can the order for Fire first rank, fire second rank be given to those that are locked in combat? If so, is there an FAQ or something that says so, and do they have to fire at the unit they are in close combat with? I would think not because you're disallowed from shooting in CC, but the order doesn't have any restriction.

Can a unit given the order shoot into an enemy unit that is locked in close combat. The codex says any visible target, but generally you're not allowed to shot into close combat.

You answered your own questions.

No to both. You cannot fire into a close combat you are engaged in, and you cannot fire into another close combat (scatters and template placements as exceptions in certain circumstances)

Generally that is true, but the IG codex doesn't restrict you from ordering issues to those locked in combat, and the rule says immediately fire at any visible unit.

Doesn't mean you ignore the standard rules for shooting either.

Nothing allows you to shoot while in CC so you may not.
