Can a vehicle more specifically a dreadnaught get a 3+ cover save from being within a ruin that has been bolstered?

Assuming it is 50+ % obscured from the LOS of the firing model....yes.

Yep, as the vehicle takes the save from the terrain. So if its area terrain (4+) that's been bolstered (3+) and it's more than 50% obscured you get your (3+)

Yes, vehicles get the same cover save, if obscured 50%, of exaclty the same value that Infantry gaining cover would. They do not just get a flat 4+ as people sometimes incorrectly play
