although having a lot is pretty fluffy

They could have CSM allies from another Khornate Warband like the Skull Takers. Or you could model the CSM as recruits who are yet to undergo the lobotomy process. Either way, you should give them a Khornate Icon if your going the fluff direction.

There used to be a Heavy Weapon Squads for the World Eaters called "The Teeth of Khorne/the World Eaters", but they aren't mentioned nowadays (Too bad). The IA for the Legion says they all eschew long range, but the IA isn't a particularly high quality one anyway.

I'd explain normal CSMs as newer initiates who have not received psycho-surgery and are still unsure about how they want to spill blood.

even in older editions you could have CSM and Zerks in the same army. Hope they keep it that way. for some good fluff and army ideas I recommend the 3rd edition book revised.
