Obviously, the white stuff is different from the GW green stuff. I don't know what it is. Please help.

Looks like Milliput to me. Fine grade.

But, without any context of what theyre doing with it, it could be just about anything

Either superfine white milliput watered down to a paste, or Vallejo plastic putty. The Vallejo stuff is a lot more crumbly when dry, but both do the same job.

Looks like milliput to me.
Note that you can mix milliput & GS - you end up with something that can take edges better, can be sanded and is slightly easier to work with than just milliput on its own.
