After reading the WD Dwarf article about Valkyries on the GW site,

I had a few questions.
1) Would it be bad idea to use the Steel Eagle in normal 40k games, with permission of course.
2) Is the Steel Eagle a valkyrie for the purpose of the Command Valkyrie rule?
3) Can a Valkyrie use the Grav-Chute insertion rule to disembark troops in flyer mode?

1) With permission it would be fine to use. I would have no problem playing against this vehicle, as long as you followed the normal 40k rules for this vehicle. 2) The ‘STEEL EAGLE’ is Colonel P's Command Valkyrie, so it is a named Valkyrie. 3) It has the Grav-Chute insertion rule, so it can use the Grav-Chute insertion rule.

1. Assuming you get permission it isn't bad. I think most people would like the vendetta over it since its cheaper and has 3 TL LC but this seems fun and it is a game. The champion shot is kinda cool, but the biggest thing I like is the reroll imobilised results for it and any nearby valks or vendettas.
2. I would say yes. The squadron considers it a valkarie able to be the command valkarie and its own rule is called Command VALKYRIE. It is like saying Creed isn't a Company Commander.
3. Here I would have to say no. Grav-Chute allows you to disembark if you move flat out. Flyers are only allowed to disembark passengers in hover mode. Grav-Chute doesn't say it counts as hover mode.

It is only a flier in Apoc, Hover mode does nothing in regular 40k. In regular 40k you treat is as a skimmer, just like any other Valkyrie. So Grav-Chute insertion works as normal.

Right but the OP said flier mode. Which means apocalypse. The grav-chute does work as normal for normal games. In apoc however it doesn't since flyers have a whole other set of rules.

Thanks for the answers.
I think I should rephrase the second question.
If I were to use a Valkyrie in an apocalypse game, would I be able to use Grav-Chute Insertion while in flyer mode?
RAW: No, the rule mentions it is only used when the skimmer moves flat-out.
RAI: Yes, the Valkyrie is an Airborne Assault Carrier, the mainstay of the highly mobile drop troop regiments that are deployed from air. It would be counter-intuitive to have to waste a turn and land in order to disembark troops.

RAI yeah sure but rarely (if ever) does RAI fly in YMDC, so I gave the RAW answer of no since it can only be done when the skimmer moves flat-out.

Personally, I would just use the Apocalypse rules for Jump Infantry disembarking from a moving flyer to represent Grav-Chute Insertion on a Valkyrie moving as a flyer (as a house rule, as it is apocalypse we're talking about).

Is it listed as having a transport capacity?
If so then it has a transport capacity.

No, "Steel Eagle" does not have a transport capacity(in it's datasheet).
The reason it is allowed in the "bellerophon" Pattern Airborne assault group formation, is that said formation specifically allows it by name. The unit's formation is listed as: "Formation 1 Command Flyer(Valkyrie or vendetta, or Steel Eagle - see overleaf)"
