I feel dumb asking this, but I can't find the Witchhunter PDF files. I've poked around on the internet and they send me to the GW mainpage. Any clue where it is hiding?

The codex was originally linked to the Witch Hunters army page on the GW website. It appears to have been removed now that they have updated to the WD Sisters list.

GW made the pdf public info with no copy right on it. My buddy told me you can still find it on scribd. Just do a google search for it.

It was free to download. The right to distribute it or not is still GW's, as they are the copyright holder.

No they didn't. Every published work has copyright on it automatically. That's just how copyright works.

GW don't give permission to freely distribute their material.
