This is my very first time posting a list so here goes nothing!
I've been playing for just a couple years now and I've been told that I am a decent player, but I can't build lists well. There's a tournament coming up in 3 weeks at my local center, so I would like to get a few practice runs in with my list first, if possible. This list is also geared towards what I already have, though I am prepared to drop a few bucks for a new unit if I have to.
Any suggestions would be greatly appreciated. Again, I assure you that you're more experienced than me, so lay on the criticism!

The devastators and predator will make a nice fire base, along with the scouts to camp on an objective. Between those and the mobile land raider, I should have a nice strong anvil, the hammer being the terminators with the librarian, as well as the dread to tie up infantry and the speeders to pop tanks and cause havoc forming the hammer. Anything that could be improved?

Not sure the storm shield is worth the points here. Also having a raider means you shouldn't need the gate.

You know this will die after the first turn. That is fine though.

I would replace these dev. squads with preds. These squads will have all the antiinfantry firepower at them and all deepstriking troop killers: these are weapons that would not have target if you only show the enemy some tanks with a small squad of scouts.

The storm shield on the librarian is a bit expensive but I find it useful in some situations. I guess you could use Gate to teleport the librarian within 3" of an objective on the last turn to contest. If you intend to change it though, I'd go with Avenger.

Are these terminators LC? TH/SS? a mix? I'd go with 3 LC and 2TH/SS.

Your dread will have a very high chance of getting blown up the turn after he comes in. pod placement is critical with him if you keep him in your list. Putting the pod behind a land raider or leman russ may sound like a sneaky, good idea, but if that tank you're trying to tag is in the middle of your opponents lines your dreadnaught won't last even to your next turn.

Here's what I do with my tac squads. I kit them out like you did (sometimes on will have a meltagun instead of a flamer and combi melta on sergeant). combat squad them. put the lascannon in cover and the flamer guy and sergeant in the transport to secure objectives. if you're playing kill points. put the full squad inside, park on a hill and shoot from the hatches.

keep the scouts out of LOS, otherwise they'll drop faster than flies. 3+ is great vs a lascannon but won't save you against massed anti-infantry fire.

MFletch was right, melta speeders work great in pairs. just like all other types of speeders. if those are the only models you have, just modify them to be the same. it would be easier to pull of the missile launchers then add one and switch the meltas for bolters.

try to fit a hunter-killer missile on the pred

the devastators with the plasma cannons are a waste of points. you have AT and anti infantry guns in the same squad. so you're wasting the squads potential every time you fire. either drop the plasma cannons or bump the squad up to ten and combat squad them.

although switching ONE squad of devastators would be ideal and price efficient, i'd recommend picking up a vindicator. two would be ideal.
