Situation:
First I declare that assault marines assault tactical marines in cover. No effect to iniative.
Second I declare that I assault those same tacticals with LC Terminators. Are those tacticals now considered to be locked in combat? Or do my terminators suffer I1?

They were not locked in combat from a previous round, which is what stops you being dropped to I1

Hence the Terminators would be I1, because it is the same turn that the Assault Squad assaulted. If you waited a turn then assaulted with them (assuming the Assault Marine were still in combat) the assaulted squad could not use the cover to lower the Init.

If the enemy units assaulted were already locked in combat from a previous turn or had gone to ground, this penalty does not apply as the enermy warriors are not set to receive the charge, and the unit assaulting through cover fights at its normal Initiative

I hope that clears things up.

Thanks . Didn't have my BRB with me so I couldn't chek it and didn't remember the "previous turn" bit.
