I'm interested in WotR, but have no idea where to start on collecting an Angmar force. I'm on a limited budget, so I'd like to spend as little as possible, but I also want to win with it. Suggestions?

In my experience, the only real way to run angmar effectively is by taking the spirit host battlehost. However this battle host is only really effective at 1500pts+ this is because the ringwraiths are key to using the army, but the only unit you can put ringwraiths in are the spectres.

If you want to build an angmar force your best bet would be to build your spectres out of high elf, orc models etc painted to look ghostly, otherwise your paying to much for the spectre models. Other than spectres angmar is relatively cheap, since the core of your force will be ghosts, which are plastic, so you'll just have to fork out for wraiths and shades.

Yes, proxies are the best choice for that unit, and my gaming buddy even used some terrain pieces, nicely painted and flocked as a portion of the wound / figures.

Anything creative will do, and with some various fodder troops you will have a nice hitting Angmar force, which may not be uber competitive but will be a pleasure to play.
