I wanted to make a vanilla marine list that basically had everything coming down in a drop pod....is this a viable tactic?

HIDING IN THE METAL BAWKSES!!

Can work, but you best have some way of manipulating the Drop Pod Assault rule. So you can have nothing but empty pods on the table the first turn or your entire army.

I don't have a codex with me at the moment, but don't drop pods never roll for scatter?

They do, but they dont mishap onto things, only fall off the table.

It is viable. Viable and scary.

As already been hinted at the issue with drop pods sometimes you do not want to use the DPA. You need make sure your army can cope without it. So two scenarios.

1)You opponent doesn't deploy meaning you are deploying pods blind. Drop empty or drop around key areas and hope you have enough range to hit the enemy.
2)Tyranids. You'll drop empty and have enough range to cope.

Otherwise yes you can land with vast majority of your army in melta/rapid fire range and cause huge destruction - how possibly could this go wrong.

When you say everything this has one issue with limitation on units. I guess if you get a MotF(he is good in cc and shoot twice) and then shooty dreads as heavy support which all can drop pod. Or you could start with three preds on the field. Or you could outflank a storm or deepstrike a typhoon.

Sort of, if you try to land on something and hit, you will mishap.

it only reduces scatter to prevent mishaps from enemy models, impassable terrain, etc.

effective, sometimes

A list I've seen have good success is a MoTF with Vulkan and alot of dreads MM/HF mixed with Dual Autocannon Dreads that start on the board with empty pods in reserve
