I know that models in terminator armor cannot ride in razorbacks and rhinos but I can't find anything that says s terminator can or cannot come down in a drop pod.

Also, if terminators can ride in a drop pod, would they count as 1 model or 2 in terms of capacity.

Yes Logan Grimnar can ride in a drop pod, as long as the squad he is attached to can have it as a dedicated transport.

Terminators are bulky, they take up 2 slots per

The underlined above is not possible, unless long fangs have a rule allowing them to fire Heavy weapons after they move since disembarking and deepstriking both count as moving.

(From memory they don't have a rule that lets them move and shoot heavy weapons).

Well, if you send him in alone, of course. Usually he's accompanied by a host of other drop pods brimming with Space Wolves.

So, if a IC cant take a DP as transport, and the rules say he only joins a unit at the moment he deploy with it, when did he get in the drop pod?

Before the battle, as noted in the FaQ:

Q: If an Independent Character is going to begin a
game joined to a unit when should this be done? (p48)
A: You should nominate which Independent Characters
are joining units at the start of deployment before you
place any units on the board. Note that this should be
done before you nominate which units are being held
in Reserve, Deep Strike or are Outflanking etc.

Unless you're Tyranid - in which case you can't join an IC to a unit that is going to pod in.

That's what happens when your pods aren't transports. They're monstrous creatures with a transport capacity.
