So im starting Grey Knights and I'm looking to aquire a Librarian for the cause. Now the finecast Librarian cloaked in terminator armor is a beautiful model but I'm looking to Knightify it a little. I hope to accomplish this by adding a nemisis halberd to replace the staff from a GK Termy kit and rotating the left arm so that the fingers are facing down then attaching a storm bolter to it. I here asking if the community has any painting/converting tips for a begginer to the Knights.

Well Rags(i know him in....the mysterious plane of reality!) i'd go with something from the fantasy range, such as brettonian/empire knightly order stuff.
The open hand is separate, so rotating it is easy.
I gave mine a halberd (without using a GK arm). Trimmed the staff and gave it a blade. His stormbolter was grafted to his left forearm greave and some GS used to beef up the 'cuff'.
Done with the metal version - the finecast locally wasn't up to the quality (and was double what I paid for the metal).
I'm OVER 50 (and so far over everyone's BS, too).
