If you have an additional hand weapon or gain primal fury for a Gor unit, does the second rank get the bonus like the first or just one attack for second rank support?

You only get 1 attack from the supporting ranks, even they may have more from their profile, AhW, frenzy etc.
There are special codex rules that specifiy how supporting ranks can attack, in that case the army book supercedes the BRB (like Bret's Lance formation)
And if 10 wide, you gain additional supporting attacks from the third row of the unit, as per the Horde rule.

This is why XHWs are generally a horrible upgrade for large units. only the front rank benifits so you end up paying more as the unit gets larger for no gain in damage output.
This is even more true if you have the opprotunity to purchase GWs, Halberds, or Flails which benifit everyone.

Unfortunately Gors don't have the option of any other weapons
its either +shield, EHW or naked.
And as they are only S3, they need all the additional attacks they get, even when over priced . . .

I would be more inclined to give them Shields.
It gives +1armor and a Parry save, which again will help the entire unit and not just the front rank. It makes Gors a better anvil unit(which is all they are good for currently)
Wildform will give them a massive boost more then the XHW.
XHW were much better when only the front rank fought and it effectivly doubled your attacks. the Meta shift made other choices better.
This is of course relative, we are talking about Beastmen so it really makes little difference.

For 8pts Gor with xhw are generally better. They make better use of hand weapons then other armies out there because of Primal Fury. Shields are nice but lets just say horded 10 extra attacks that reroll misses cause more combat res then what is lost by wearing shields. Throw in a beast banner and add a wyssans and you got some serious butt kicking power.
