Hi,
change some LCs for TH/SS for your termies, better is have more hammers then LCs, 3++ save is good, 4xTH/SS and 2 LCs is better I think, drop Power fists, kantor has 1 is enought, take some combi-weapon for your stern, Dread has middle range weapon+ CCW, put him into DropPod, or change him into rifle dread(2x TLAC). Maybe change assault marines for more sterns, with Pedro they are scoring and very good.

Pretty weird to be honest. Dreadnought wants long range weaponary (2x TLAC) or a multimelta and a drop pod. Sternguards want combi-meltas and maybe a drop pod to deep strike near enemy vehicles. I would also exchange the vanilla Land Raider to a Land Raider Redeemer. And drop the assault marines, they aren't really worth the points in this codex. I think actually your list would work better if it made with Blood Angel Codex.
Here's what common 1,75k Pedro&Sternguard lists look like:

Ok Kantor has a lot of problems though he does make sternguard scoring.
Use three sternguard squads then have two cheap troop choices is the way to go.
Dread is not great. Assault marines are always rubbish for vanilla. I like the landraider set up, though whether it will survive is another thing.

I play Kantor a lot and I must say I like Kylis' list a lot. It's pretty different than what I usually bring on the board but I think it takes advantage of Pedro's ability quite well.
One thing I would change though, is to ditch the two attack bikes (don't like those very much) and get a libby with Avenger and Null Zone (possibly GoI as I think this can be quite good to seize/contest objectives sometimes).

I think the Attack bikes are good as you can sacrifice them when needed to kill a Land Raider(s) as get the multimeltas at melta reange in first turn if you go second on deployment. However if you don't like them you can invest those points in power fists to make a CC bomb squad with Kantor and the 5 combimeltas in the squad.

I don't understand why people don't like attack bikes (except when they're against them), I think of them as the best multi-melta delievery system, they're cheap have a great statline T4(5) 2W, can assault with krak grenades if they fail to destroy said target, plus ATSKNF & combat tactics. Not to mention the smaller profile than speeders, cover saves etc! I struggle to make lists without them nowadays :-P
All that said, some psychic defence in your list would probably be useful and a Librarian with null zone/avenger is probably the most versalite set up.

id much rather pay 20 more points and get armor 10 with a heavy flamer that can also deepstrike in. Unless you were planning a bike-themed marine army I could never see the point in taking an attack bike over a MM/HF speeder as they compete for the same FA slots and fulfill the same basic roll of melta delivery.

I have to say after running 3 MM/ HF speeders they rarely accomplish anything. When deployed via deepstrike they may scatter away from range or the melta misses and next turn they are either destroyed or weaponless from S6+ fire which nowdays very common. I guess I don't have to say what happens if they are deployed normally at the same time as rest of the army.
