OK, I am not being mean, I am being frank. Give up the dream of your HQ selections doing anything in CC. Those are points are better spent elsewhere. Same thing goes with anything added to a vehicle and points spent on elites... do not sacrifice your troops to pay for toys that really may not be worth it. Empty special weapon slots are a shame because IG have more special weapons than any other lists. If you don't fill them your giving up an advantage of playing your list.
Best thing I think I can do is make a list using yours as the base and adding on upgrades and ditching what you don't need. Since I have no real clue as to what type of list your planning on running, I will make the choice for you. It feels like a leafblower/gunline list so that is what I will make. The goal is to sit back and table your foe by shooting him off of the table. Artillery and heavy weapons are key with a list like this, so your losing your tank, Ogryns, and subbing out your Ratlings. Your troops will form a bubble wrap around your artillery to stop Drop pods and deep strikers from getting in Melta range or be able to get in CC with your artillery.

Gives you 3 pie-plates and a Manticore barrage every turn. Your platoons give you meltas for close up protection and ACs for long range shooting. CCS can now issue 4 Orders a turn to make HWSs, CCS, PCS, and/or the blobs twin linked with 'Bring it Down!' for Vehicles and MCs (read the Orders section in the Dex). The HWSs with the Lord Commissar (with him attached to one and the other in 6" for his Aura of Discipline) means they are Ld 10 for Orders, Morale, and pinning checks. They also give you direct fire long range AT.

the porblems i have with your list are that i gave the lord commisar what he had because he was with the ogryns, and, i dont have a manticore and im not buying one for 83 dollars, and also, why give 5 man squads special weapons, they die so easily and its a waste of points upgrading them because they're an easy kill point for the enemy.

You don't have to take my advice, you don't have to post asking for advice either.
If you were actually doing a real attack list with Ogryns and the rest of your list supported it in some way, the Lord Commissar would fit in the way you seemed to intend it. You were not. You were sending in, at best, a lone Chimera and LRBT Demolisher (unless you counted naked fluff Guardsmen as a threat moving up on foot).
The Lord with Creed and HWSs is still an incredibly effective use of him.
As for the Manticore, I do not know what you have or do not have. But it (and even a Colossus which I cosidered) fit in better then the above lone Demolisher.
As for the CCS and a waste of points... Lets see... you have to take a PCS for platoons... 30pts your spending one way or another. You /don't/ have to take the Ratlings for 50pts. That is 80pts tied up right there. By spending 20pts and making your PCS your 'sniper' unit, I am saving you 30pts and making a unit you /have/ to take better and able to actually do something in this fight. I could have given them a AC and 2x Sniper Rifles but you seemed to want a ton of Snipers so I maxed it out. With Creed you can still issue 'Bring it Down!' to TL them for MC bashing.
No, they are not better then Ratlings... BS 3 vs 4, 4+ cover save vs 3+ cover save, 4 Sniper rifles vs 5. But you have to have a PCS and you wanted sniper rifles. Problem solved and points saved.
