At what point (during each phase of the start of a game) must you declare that your units are:

1) In reserve
2) Outflanking
3) Starting in a transport
4) Deepstriking

Meaning, if you are deploying second, can you wait until your opponent completely deploys before you declare that, say, one unit is going to stay in reserve or deepstrike?

Yes, if you are going second you wait until you are deploying to deploy units, declare any reserves, etc.

Yup, placing units into reserve is something that happens during your deployment, instead of deploying those units. So you declare it as it happens.
