I was going to get a group of scouts in the near future, and I want to convert a Scout sergeant into Sergeant Telion (p.88 of regular SM codex). I have never converted anything whatsoever before, i was wondering if anyone could give me a few pointers.

Well the main thing that sets Telion apart, gear wise, is the Stalker Pattern Bolter he carries around, which would be pretty easy to convert.
It's basically just a normal bolter with a silencer (or a thicker barrel, if you're lazy) and a scope. Get a scope from somewhere, slap it on a bolter, chop off the end of the barrel and add on a silencer with plasticard tube/greenstuff. The rest is really just up to making him look a bit more unique, if you like, as most of his rules aren't things you can represent on a model.

You're very much mistaken sir! The main thing that sets him apart, gear wise, is his beard!
But on a serious note, a good friend of mine is using a converted scout as Telion, with an added scope and a cool looking pose.

Apologies if I just blew your mind.
The Space Marine Commander box has a head with a fairly robust optical implant. It's on the wrong eye but that won't matter. He appears to be shouting but there is still plenty of chin space to work with for greenstuffing a beard if you're picky about those details.
