Can the ring of fury be dispelled like other magic rings and amulets given that it requires no power dice to cast?

If it has a power level it should be able to. I don't know the exact wording for this item, but if it says "cast at power level __" then the opposing player would have to roll that or over to dispell.

It says power level 3 and that it can cast once per magic phase like an ordinary spell. It also says the spell requires no power dice to cast and that all the power required is in the ring itself.

The High Elf FAQ changes the wording of the Ring of Fury to:
Bound Spell (Power Level 3). The Ring of Fury
contains the Fury of Khaine spell (see page 47).

In other words, Ring of Fury grants a bound spell which works like all other bound spells (you need to use Power Dice to cast and the opponent can choose to use Dispel Dice to dispel).
