Medallion Crimson wording could be more clear. If a wound that would remove him from play only causes a single wound... wouldn't that still remove him from play if it was his last wound? It looks like you are going for a weaker version of Eternal Warrior, which is fine by me. Perhaps it need only apply to the first wound that would cause instant death, unless it was the last wound he had which would still remove him from play.
Also, why would the one character have the name "Shields" for his use with a spear? I see he is equipped with a shield, but the explanation for his name seems odd. Shields price also seems a bit low for what he has. A Crusader henchment costs 15 pts with a power weapon and storm shield, but doesn't get the +1 str or infiltrate or deep strike. A crusader also only has 1 attack instead of 3. Bump the attacks down to 2 and he might be more reasonable. As is, I'd bump the points to 30 perhaps.
Love the Champ, but Penal Legion troops having a WS and BS of 4 seems odd. I would think it would still be 3 unless they had special training. Perhaps his ws could be 4, but not his BS as well if he is a just a trooper.
Deadeye seems fine points wise but you should probably drop the BS to 4 and the WS to 3. It's hard to imagine a Penal Trooper being a better shot then a SM sniper.
same critique of Pudge. Perhaps make him slow and purposeful instead of relentless and reduce his WS and maybe even his BS.
Fangen looks good to me. He essentially has a twin-linked flamer than can run out of fuel. I like it. Points seem fair for him as well. I noticed how he, unlike other troopers, already had a WS and BS of 3. Would matter for him logically with a flamer, or in the game since if the template touches the model it hits the target.
edit: Actually, I'd probably increase the points on Fangen and reduce the points on one of the other characters that gets its WS and BS lowered. A Trooper with a twinlinked flamer could be kinda pricey, plus the carapace armor instead of flack armor and extra attack in cc.

I think 400 points for the whole lot of them sounds fine. I actually think it puts you at a disadvantage in some ways. Average model cost is 40, most of your guys cost closer to 30 though, it's just the two 75 point guys that bump up the average. The thing is though, I feel like they are all too squishy and will die too fast for their cost. Normally a guard unit has one or two guys that are beefed up but the enemy has to chew through 1000 other guard to get to the blasted guy (exaggeration I know, but it doesnt feel like it). Here, each guy costs a significant amount and can be singled out to die very easily.
If this is meant for quick, down and dirty but fun games I would modify the squad in 2 major ways.
1) Take out at least one expensive model and give the group a transport of some kind, possibly the cheapest available like a rhino or razorback or something. This will give your melee guys SOME protection until they get close enough. The guys walking and firing can also use it for cover or something if needed.
2) Get rid of another expensive guy and add at least a couple basic grunts in that can get slaughtered in place of your more expensive models. That's one of the main reasons an inquisitor has a retinue, so they can die for him while he kills things. You dont want meat-shields to be expensive though.
If you do that, your squad would be very similar to what I have in mind for a similar unit. But think about this, your squad of 10 guys could end up against two dozen marines, or a dozen grey knights with weapon upgrades and stuff. I'm all about fun, story-driven games, but the group seems fragile and low in number. Not a healthy combination.
btw, when I was making those suggestions, I had no idea what the basic penal trooper stats actually were. I was guessing by the little I knew about IG.
