Librarian - Even on a bike he is in danger of getting blasted by anything S8, best to just drop the bike and put him with the Tac Squad. Storm Bolter is not needed when you have 2 PSA.
Tacs - Decent build, you'll want to Combat Squad them though, this way you have a squad with ML sitting back and shoot and a flamer squad in Rhino going forward. Give the sergeant a combi-flamer
Rhino - Might want to upgrade it to a Razorback, when you combat squad, the flamer squad can still get in.
Scouts - If you want snipers, go with all snipers. Camo Cloak is good for this unit too. Telion is a bit expensive for my liking.
Dread - Go with a longer ranged weapon (AC or LC), since it is not gonna get anywhere fast.
Dev - Dont mix weapons, right now you have 3 types of weapons with different range. Go with either full ML or full HB.

Since this is more of a gun line build, another Tac squad in transport or a Dev squad is probably the best way to spend the rest of the points on. Or a Sternguard Squad in transport.

Telion gives stealth to the unit so you do not cloaks and as such is great value for points.

1000pts isn't a nice area for marines you have a reasonable list if you make a few changes as suggested above.

Why the bike? Only use bikes when you have a bike squad to attach him to.

Scouts - you don't really need a 10 strong squad unless you intend to combat squad them. Then the issue over the camo cloaks comes up again.

Dev squad looks very muddled, what are you intending to shoot at here?

I find 10 scouts is a good number just to protect Telion. Though if they do not all have sniper rifles the point is slightly missed.

Librarian on a bike with vortex of doom can move and shoot.

Okay, I will go all HB on my Dev squad and take librarian off the bike aswell as take off 5 scouts. That takes off about 90 points. Thanks for the help.

Almost every unit you have posted undercosted, or overcosted. Try reading through the codex again and getting your points right.
You don't need to buy Cloaks for the scouts if you already have Telion; he gives the unit stealth.
Use Nullzone instead of Smite.
Give your Devastators Missile Launchers, not Heavy Bolters.

Yea I overlooked that.

Do you even own the codex? Your points are still off:

Your Tactical Marines are 180 points, not 175.
Your Scouts are 135 points, not 125.
Your Devastator Squad is 150 points, not 160.
Your Dreadnought is 125 points, not 115.

Also, stop listing things as [XXX points so far], just give the points total of each unit.
Also, as has already been mentioned, stick to 1000 points if that's the total you're looking at.
