Say a unit is split up on two floors. The ground floor does not have line of sight to the adjacent ruin due to a wrecked vehicle, an additional small ruin, and a unit of troops. The guys on the roof, 3 of them, seem like they can see over everything. How would this work?

As far as I know only models that can see a unit can fire at it. So the three models that can see the unit in the other ruins can attack but the rest of the unit who has no line of sight can attack.

***Warning New Player: I will try to help anyone that has a unanswered question if I think I know the answer. I mean only to help so if I'm wrong please correct me.***

TLOS is just that, if the model cannot see it's target and is not using some (special) type of weapon it may not fire at it.

Reread the shooting rules, and note that each model that wants to fire must be able to see.
