Tali'Zorah: I appreciate what you're doing here, Shepard.
Commander Shepard: Well, I care deeply about the quarian people.
Tali'Zorah: It's good to be back on the Normandy.
Commander Shepard: Let me know if it's too quiet for you to sleep, and I'll find you someplace louder.
Tali'Zorah: Hmm.
Garrus Vakarian: Uh, I was there when you two had your thing, remember? Just get a room and work it out.
I think that was just an unique ability with that Crozius Arcanum. It seems to project an energy field, which somehow sears your synapses. (The CSM were holding their heads in pain). I wondered that myself when I saw that movie for the first time, but I think he would have a psychic hood if he had psychic abilities. Though, Librarian-Chaplains would be cool
Ugh...that movie is soooooo awesome
Fix'd

There is only the Emperor, and he is our shield and protector.

But if it is a energy field they would explode not have a head-ache and librarian-chaplains would be banned from the Black Templars.

Far from... the animation itself is pourly rendered. They cut corners on the quality of the film by making the battle field a haze of dust. The dialog is so boring and drawn out.
I just feel that for being a movie... it seems more like a cut scene from Blizzard's first Warcraft game.

I am not entirely sure, but it could also be the case that they just screwed up the idea of the Crozius. It should just be a regular power weapon, not a gun shooting energy fields.

But they would explode from the power!!!!

In Dawn of War, Chaplains have an ability called "war shout" that slows enemies down after a similar gesture. Since the Chaos Marines just go down and don't explode or anything, I'd assume it's a similar ability. It's some kind of power in the Crozius, not a psychic thing.

Except he wasn't a Black Templar Chaplain, he was Imperial Fist. The IFs use psykers.
But as already explained, it wasn't likely a psychic power. My friends and I discussed this among ourselves, and we came to the same conclusion as Ambrosius. They probably just made a mistake, or they wanted to make the crozius a little more awesome then it really was.
