Would an Imperium player, with BT and IG be able to field both in one army list which follows the FOC (eg. 2hq's, 1 a marshal, 1 a CCS).

Well I suppose so, but that would really depend on the point limit. In theory, you could have two tac squads and two platoons and have an army...
