Is their a list of anything? For example High Gothic and Low and Eldar and Orks, I'm not asking for every race, for example beings like Suruthai wouldn't have any or anything recorded? And If so could someone point me in the direction of a rough dictionary.
For example I need some Dark Chaotic dialects as my chapter the Exorcists using that and High gothic in their battle cries. Thanks

As far as Gothic is concerned...
Find a planet populated by humans in the 40K universe. It will have its own dialect of Gothic.

The issue at hand is that unlike Tolkein (who was a linguist...using novels as a vessel for his made up languages)...the creators of Warhammer 40k have not put a great deal of effort into the language of the game.
High Gothic is a sort of bastardized/anglicized Latin
Low Gothic is English
Orkish is really just bad English
The Eldar and Dark Eldar languaes are explained in a cursory manner with a few words, phrases etc.
The Tau have a bit more expansive where they explain naming conventions etc.
As to Chaos...the things they say when they arent just speaking English are a random combo of High Gothic and just random on behalf of the author.

Imperium speaks High/Low Gothic.
Chaos either speaks Gothic for CSM/Heretics while Daemons have their own accursed language.
Orks speak Orkish. There's some debate about this but the codex makes it clear that Orks speak a "guttural language"
Eldar and Dark Eldar speak their own ancient language elaborated upon in one of the codex's
Tau language has been elaborated upon in the codex's a bit
Necrons don't really speak, though now since they're a normal civilization with the latest codex I imagine they do and speak whatever the Necrontyr spoke

I can imagine followers of Chaos shouting Cthulhu Cultist-esque sayings like "Ph-nglui mglw'nafh Cthulhu R'lyeh wgah'nagl fhtagn!" or Y'AI'NG'NGAH YOG-SOTHOTH H'EE-L'GEB F'AI TRHODOG UAAAAH"

That's probably words and phrases from the Daemonic language spoken in the closest approximation the human mouth can form.

I like to think there's a planet somewhere in the Imperium where everybody speaks like a Victorian era cockney chimney sweep.
It's also an Astartes recruiting world.

As someone pointed out to me once, High Gothic being Latin and Low Gothic being English is just to make it easier for us to understand their relation to each other, High Gothic is not Latin and probably isn't even close.
In Middle Earth the bulk of humans living in Gondor and what's left of Arnor speak English while the humans of Rohan speak Ango-Saxon. Yet Tolkien mentions that these are just languages of convenience so that we the reader can associate those peoples with cultures that we are familiar with. The Rohirrim do not actually speak Anglo-Saxon anymore than the Hobbits and the humans speak English.
I think Frodo Baggins actual name is Maura Lobingi but Tolkien "translated" it to make it more familiar to us, the same is likely true of High and Low Gothic.
