How viable are Eldar (Storm) Guardians against horde armies. Particularly Orks and Tyranids?

Not at all.
To elaborate, they are more expensive and worse in every practical way. So they are outnumbered and inferior.

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

As good as any of the other eldar troops choices. Modern codexes have better troops, but storm guardians are an ok deal, take 10 models + warlock, with 2 flamers and the destructor power.

As said above. In HtH they're more expensive and substantially worse. But used carefully in a transport with the triple-flamer combo, they can be pretty darn dangerous. Especially if you use your grav tanks to tank shock the enemy into bunching up under those templates.

Pretty much summed up above. Individually they are overall inferior, but as the key with an eldar army is synergy you have to take into account the rest of the units you can use in combination with them.
For example a load of scatter laser shots, followed by 3 flamer templates, then an assault should in theory thin any herd

I would go as far as to say that they are better than any troop we have in the Eldar codex. 127pts buys you 2 Flamers, a Heavy Flamer and 8 Pistol shots. With a nicely placed tank shock and doom you will do much more damage than a bladestorming DA squad. Sadly tho, you dont really wanna get out of the transport so imo the "best" troops we have are the 5 man DAVU squad...
