Do army codex "override" the main rulebook?
If the codex does, then according to the IG codex, if I "translated" it right, I could have the squads of my platoons have 8 melta / plasma / GL / SR and a vox.
Did I misread or translate the codex right or wrong?

As noted, a more specific rule overrides a more general rule. Usually a codex rule will be more specific than a rulebook rule, but not always.

Could you explain your question and your reasoning more?

If I had to guess he's taken the PDF codexes off the Japanese website to try and avoid having to buy one himself.

And assuming you mean 1 squad with the equipment listed then yes, you translated/misread the codex and should have another look.

I think he means "translated" as in "interpreted". That is why he put it in quotations.

I prefer the image of him whipping out a handful of raggedy scraps of paper covered in what may as well be ancient Egyptian hieroglyphs in response to his friends incredulity regarding his army list. It's just more fun.

Right, Interpreted.
According to the IG Codex...
1 guard can have a medi pack
1 other guardsman can have a platoon standard.
1 other guardsman can have a vox.
1 other guardsman can have a hvy.flamer.
Replace 2 others with a heavy weapon.
Any remaining guardsman that has not been upgraded with one of the above options may replace his LG with .. Flamer, G.L., Sniper, Meltagun or Plasma gun.

So, the way I see it, I could have 1 guardsman with a vox, and upgrade the other 8 with meltas or plasmas, etc etc.

Am I figuring this right or am I way wrong?

Oh, actually I have the codex written verrrrry small on gum wrappers!

You have it right up until you get to "Any Remaining Guardsman". It's not "Any Remaining", it's "One Guardsman", so only 1 of the aforementioned special weapons per Infantry Squad.

EDIT: Looking closer, basic Guard Infantry Platoon Squads can't take Heavy Flamers or Medipacks, so which unit are we actually talking about?

And a whoops on my part too here. That info is for the command squad of the platoon. Whoops. I guess I was really tired last night when I was reading it.

That would be kinda cool to have 8 guardsmen with meltas or plasmas.

There's only four Guardsmen in a Platoon Command Squad, but they can all have Meltaguns if no other upgrades has been given to them.
