Should it be based off a regular Space Marine codex army?
Or would space wolves be better suited to fit with them?

I would actually go for the vanilla codex, but paint all the marines different to represent them being from different chapters.

Also, do the Deathwatch have an army? I thought they only deployed in small strike teams.

Deathwatch are, as I recall, known for using special ammo, especially for using Heavy Bolters.

Pedro Kantor/Sternguard sounds like a good fit.

I am going to check the Black Templars one tonight too and see. Vanilla marines dont really provide the options these guys should have.

I would suggest just using Sternguard as them and just ask your opponent if it's ok, just let them know they are way more expensive so it's a fair trade.

That may make the most sense from a fluff perspective. But, don't expect any tournament to okay this, or for most casual opponents to allow it. Sternguard are really good, and taking them as troops could be a bit OP.

I've wanted to make this kind of army before, as well. Pedro for HQ ("counts as" for a Deathwatch captain), three units of Sternguard in pods for Elites. Troops can just be a few squads of Scouts with hellfire heavy bolters. Fill in the rest of your points with Land Speeders, Whirlwinds, etc.

I don't know how effective it would be, but it'd be interesting to use!

That's how mine is shaping up so far. I'm using the vanilla dex with a count as pedro. My plan for troops is to use small scout squads possibly mounted in storms. I don't bother with whole different shoulder pad thing, it's kinda lame imo.

Do you play 30k? It'd be a lot cooler if you did.

I just read Pedro's rules and think that is a fantastic idea!
So my thoughts are having Scouts as my only troop choice and model them like Arbites.
Depending on who I face either have Terminator Librarian or Pedro as my main HQ (Each with a matching retinue), and then a Master of the Forge so I can have a Venerable dread. Only have Vanguard, and Devestators. I'm thinking of taking a Vindicator as well.

I played this army it is funbut small. Very low model count.

I would run a vindi or two as well as some other ranged anti tank. In the current Meta not having anti tank was difficult.
