Plan is basically

Kantor + Librarian + Sternguards. Start in cover or even out of LOS of enemy.
Teleport around and kill what they can. At some point in the game try to drop OB and Vortex.

Tech Marine 1 + Tac squad 1 in LR
Tech Marine 2 + Tac squad 2 in LR
Both tac squads will drive around in thier LR's to wherever theyre needed, unloading to rapid fire, take objectives or charge weak combat units. Tech marines keep the tanks going and provide some nice close range firepower and close combat. Unloaded they are like having an extra sergeant and special weapon marine.
Considering combat squadding the heavy weapons out into bosltered cover positions.

Tactical squad 3 combat squaded, Sergeant, melta and 3 bolters in Razorback (Hopefully sneaking around under cover of Land raiders drawing AT fire, tank hunt or pick off isolated units)
4 bolters and Las Cannon tucked away in cover.

Land speeders both Deep striking.

Umbra Sentinels (codex SM) - 3400 pts
Tyranids - 3100 pts
Purple Necrons - 2000 pts
Craftworld Eldar - 2400 pts

Your plans are very optimistic. 2 landraiders just do not tend to last long enough and Deepstriking is dangerous.

Landspeeder are better with two long range or two short range weapons. That is drop the bolters for flamers.

Powerfist and bolter for the leader of the sternguard.

Techmarines really ought to be sternguard.
