so this is my first attempt at a skaven army. I'm looking for a mass horde but after looking at the army book I'm not interested in slaves, with that in mind I have come up with the following.

warlock engineer, warplock pistol.

40 clan rats with full command

40 clan rats with full command

40 clan rats with full command

19 plague monks

4 rat ogres, 2 pack masters.

comments and suggestions please, as this is my first attempt I think there will be quite a few changes needed!

You have two main issues with your list:

1. Leadership. Your "general" (I use that term loosely) is Ld5, same as your clan rats. He will be easy points for your enemy, and your units will probably rout very easily.

2. Killing power. You have next to none. Clan Rats aren't great at killing, and 19 monks/4 rat ogres will only go so far.

That said, that's a lot of bodies on the table, espeically at 1,000 points. Still, a few suggestions:

1. Get a cheapo warlord. His Ld boost will be beneficial for your other units, and he's at least more killy than a clan rat.

2. Get a warp lightning cannon. At 90 points you can have 2 in a 1,000 point list and they're probably one of the killiest units available to skaven.

3. A BSB, even naked, is better than no BSB. Rerolling Ld tests (especially with a warlord's boosted Ld) will save your troops' butts.

4. Wizard. Even a level 1 to toss warp lightning out, otherwise you're skipping an entire phase and wasting your magic dice entirely.

5. What about slaves makes you not interested? I don't run as many as some do, and at 1,000 points I don't run any either, but above that they're one of the best anvil units available since they're so cheap.

Slaves are awesome at 1000 points. A unit of 40 with a musician will cost 82 points and will take a lot of time to eat through while your clanrat/character unit picks targets off like flies.

See if you can field a unit of five Gutter Runners. They can mess up an opponent's back field at this point level and that should take a lot of heat off your stuff.

Other than that, a WLC or two is always nice.

Yup, you need more killing power. Get some cheap chieftains and maybe even a warlord for the ld bonus. Warp lightning cannons are great, but they'll do more for you if you're using slaves so you can shoot into combat. If slaves are out of the question, a hellpit abomination kills just about anything at 1000 points. Otherwise, just adding some cheiftains and maybe dropping some clanrats in favor of some stormvermin or more monks will help out. I personally prefer stormvermin, as I like the strength bonus.

Here are my two Warptokens:

I like a lot of bodies on the table too, which means I'm stingy with my characters. I usually go with this:

Warlock Engineer + lvl2 + Doomrocket (130)
Chieftain + battle standard + halberd + Charmed Shield + Foul Pendant (107)

Magic is great, so having some (and some defense against it) is cool. But the Doomrocket is the Best. Thing. In. Warhammer. And at a 1000pts, it can do wonders.
A BSB, though, is absolutely necessary. Absolutely. All your numbers will be for naught, which is as bad as having too few to begin with.

On the downside, my general is vulnerable and not good at general-ing. But in the name of more bodies, it's a sacrifice I'm willing to make before magic, long before the Doomrocket, and always, always, always before a BSB. Besides, Steadfast on an 8 isn't awful. It's just not great.

Clanrats are great character bunkers. I run two units of 30-40 at 1000pts. With shields.
A unit of slaves, though, really does do wonders. They're just. So. Cheap.

I've run units of 2 Rat Ogres and packmasters with some success. The real issue is high S and I units. 4 R'Ogres in one unit would help with that, but not too much.

One Warp Lightning Cannon can add some serious offensive power; I'd consider running one and two Rat Ogres.

Otherwise, I've been having some serious success with Plague Censer Bearers. A pack of eight of these guys with some Plague Monks at their side can do much the same as Rat Ogres.

As said above, a death squad of Gutter Runners with poisoned slings can do wonders.

Overall, I'd suggest something like:

32 Clanrats + shields and full command (164) X2
40 Skavenslaves + musician (82)

25 Plague Monks + musician + standard (190)
6 Plague Censer Bearers (72)

1 Warp Lightning Cannon (90)

With the two characters above, that's 999, I believe. 138 models isn't bad, either.
