Why would you think there's a quick answer to this?

"'players must agree how they are going to select their armies, and if any restrictions apply to the number and type of models they can use."

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

I just don't know much about the thousand sons or the black library, all I know is that it's this super secret library in the webway that the eldar don't like people being in...

It is the sum of all the Eldar's knowledge on Chaos. Of course, they created a Chaos god accidentally, so it doesn't necessarily mean it'd be a lot of use in working against the gods. But it would make for a very strong Sorceror.

Arguing with some people is like playing chess with a pigeon. You can play the best chess in the world, but at the end of the day the pigeon will still knock all the pieces off the board and then gak all over it.

Ahhhhh, so if a single or small group of 1k sons were to get a hold of it, they would probably be granted daemon hood and have a crap bunch of spells to start flinging around...

The Black Library is proof that the followers of Chaos are just that, followers. Expendable and worthless ones at that.

Your boss doesn't have much respect for you if its enemies know more about it than you.

By the same token though, once the underlings know how to game the system, they can abuse the system. No real telling what would happen, except that Ahriman or whoever else could become immensely powerful.
