Hello Dakka, I have an idea of what i want my army to look like, i have 1000 points already but i am looking to expand, my question is; is this list going to help me win any games?

I'm certainly not an Imperial Guard pro, but I play an infantry-heavy list pretty often and I enjoy it, so I'll throw in my two cents on the units. (Plus, it sucks getting no replies!)
-Commissar Yarrick is just too expensive. Supposedly he can be pretty effective in larger battles, in particular when he joins a unit of Ogryns. I wouldn't recommend taking him in this list, though. On the plus side, leaving him out will free up a lot of points.
-The Company Command Squad looks alright. I like putting in an Astropath to get Deepstriking Storm Trooper Squads, Outflanking units, or Marbo in quickly, but they are expensive. A lot of people suggest upgrading Lord Castellan Creed in armies that have a lot of Heavy Weapons Squads, so that you can use orders on four of them. (Plus, it's not hard to convert an officer with pistols)
-I like the Storm Trooper Squads. They are pricey, but their special Deepstriking rules and BS 4 mean that they can show up and take out a vehicle pretty reliably with Meltaguns, or do a good amount of damage with other weapons. You might want to consider Guardsman Marbo though, he can probably fill the same role as your plasma-equipped Storm Trooper Squad for fewer points.
-The combined Infantry Squads with Meltaguns could use a Commissar, and then Power Weapons to give it the staying power that the other Platoon's Infantry Squads have, but that is a good bit of extra points.
-The Heavy Weapons Squads should do a number on Vehicles and Monstrous Creatues, especially with orders. You COULD consider putting the heavy weapons squads in one of your blobs (only if you expect it to stand still, of course) to save some points, though it will render 30 Guardsmen practically immobile and unable to go get objectives without foregoing it's big shots.
-I'm always worried about taking Medusas. It doesn't fire a Barrage weapon, so it can't fire indirectly. This means that it has to be visible to some enemy, and it will be the only target on the board with Armor. So, the only good target for enemy anti-tank weapons will be it, and it's front Armor is only 12. A Leman Russ Battle Tank, Leman Russ Executioner, or Leman Russ Demolisher might fill a similar role, while being more durable. Or, one of the other artillery vehicles will be able to lob fire onto the enemy while being out of sight (a lot of players use Manticores, for smothering units in hits, especially against hordes).
I know that a lot of the things I recommended can cost quite a few points, but you could upgrade the other units a good bit by losing Commissar Yarrick. I just leave him on the sidelines of battles; he is my cheerleader. It's a little depressing, but I just can't justify his cost.
As far as winning battles goes, the dominant Imperial Guard army seems to involve a lot Veteran Squads, Meltaguns, Chimeras, and Vendettas. I don't think an infantry-heavy list like this will win at any very competitive tournament, but it can be a real nasty force against most of the players you'll find in a store or amongst friends.

Thank you for your input, I did not realize medusas werent barrage weapons I'll be taking that out. Commissar Yarrik is expensive yes, but he served me well last time around, so idk about taking him out or not.
I would love to get a few vandettas, but i like the funds. And i dont want a Standard mech list, i either want air cav, or foot sloggers. So until i get some vandettas this is the type of army i'll have to play with.
On another note, do you think the army would be benefited by a scout sentinel with a LC using out flank? Just to add some anti tank ?

Dump Yarrik and use a genaric Com Lord w/ Camo Cloak + weapons you want. Gives what ever squad he joins stealth.
Put PW on the SGTs in your blobs. I also like AC in the blobs = larger base to be w/in 2" when in CC.

I would recommend dropping all vehicles. The point of a footslogging list is force denial i.e. your opponent's anti tank will have nothing to shoot at except guardsmen. Thank you Mr Lascannon, you killed a 5 point guardsman. Well done!
I would complement your autocannon squads with 2 lascannon squads, and stick you company command squad nearb for orders.
You also need the commissar + power weapons that Ryan mentions. Without commissar the blobs will just run away, and without the power weapons they can't hurt anything in combat.
I'd lose the vox network as it sucks in a tonne of points for no real benefit. If you take the commissar you're LD9 anyway.
I'm still working on kitouts for Platoon Command Squads but Grenade Launchers are considered sub par (do the mathammer - they suck!). Next game I am going to try 4 flamers which ignores the BS3.
Just my 2p worth...
(ps Yarrick has to go - sorry!)

In turn, i'm taking a Lord Commissar with a camo cloak as Feindus suggested. I'll just put him in the back with a HWS.

I would put him with the LC HWS, and make sure you put your two AC HWSs within 6" for the Lord's squad to make use of his 'Aura of Discipline'.
Drop the Voxs, specially when it looks like you want to use your PCS as the hub.
Blobs need Commissars and PWs at a minimum. I personally feel Melta guns and Melta bombs are also a must. Here is the reason for Melta bombs... walkers get in close combat with your blob. You have no possible way to hurt them with a power weapon. You then watch your blob slowly get destroyed or watch it get tied up for the entire battle. You give every sergeat a melta bomb, so it gives you 3 chances every turn to roll that 6 to hit.
If your not running Creed, keep your CCS within 12" of any of the units you want to give Orders to. With that in mind, I would consider a Standard just to give them a re-roll for Morale and pinning tests.
If you do decide to run with Creed, get a second plasma gun for the CCS. With Commissars in the blobs and the Lord for the HWSs, you shouldn't need Kell. The only units you will be sketchy on for Orders are the PCSs, but that is really not a huge lost. Creed also makes the Blobs good on the Charge with 'For Cadia!'. I love Creed, and feel he is a must for any non-mech list.
For the PCSs, I strongly suggest you make this your flamer squads for anti-hoard with 4x Flamers. Just have them follow behind the blobs or protect the flanks. If you want to give them alittle bit of a punch for light AV (12 or less), give the Officer a Plasma Pistol. You can also go 3x Flamers and a Heavy Flamer if you have an extra 15-30pts (for one or both). Alot of folk feel HFs are to expensive, but it is up to you... they are useful though and Str 5.
Another option is 4x Melta guns for extra AT capability and keep them close to the blobs. Another option is holding them back to protech against DSers or Drop Pods.
A 4th option is to give them long range weapons and use them for extra fire power. 4x GLs (even though I feel they suck) is an option. Even 4x Sniper Rifles for MC hunting. A neat little build is 2x Sniper Rifles and a AC... they can either hunt MCs or just light AT or added troop fire.
Drop the flamers on the blob and go melta guns. They will do more for you against more foes, including mech.

Put him with the biggest blob and make sure 1/2 have cover = 3+ save for the entire blob.

Blk Tom: Very good points, i also think Creed is a good idea, i will see if i can work him in somehow. Same with melta Bombs on the Seargants in the blobs, i see now it is a must.
However, my reasons for putting flamers in one blob is that, firstly, it adds two PW to the squad in CC, and helps loads in any hoard situation.
Snipers for MC hunting is an idea i like, i'll also try to get them in there. And i have also added commissars to all the blobs and PWs.
Another question: Could an Outflanking Scout Sentinel with a LC do my list any good?
