I have run into a couple bumps with the pre-measure rules, maybe I am wrong here.
however, how I read the rules, it seems that you can premeasure whatever you want, from the bases of your units, before they declare an action(IE, move, march, charge, shoot, cast a spell, or just to see if they are in range of the BSB, General, etc).
as of late I have seen people measuring during deployment to see how far they were from my edge, then they used a flame template to see just what reach the template would have on their unit. measure from side to side, I'm alright with, measuring with a template....I think that is bending/breaking the rules a lil..
another case is when a player measured to a point(no model movement), and then measured from that point to judge how close my own unit was to the point he was thinking of placing his unit.
maybe I am being over the top but as I said, how I read the rules, it makes it seem as if it's meant to be measured from units/bases to bases, or terrain from your units, not the other player's own army, or using a template...etc and so?

The way I have read it, seen it played and played myself is that you can measure anything at anytime.

thank guys, not exactly the answer I was hoping for, but such is life. yeah with this I will be going to bastardized halfway between 7th and 8th, or if that gets to complicated, just stay in 7th with the percentage limits on the army, or to hell with it just jump back to 7th, we'll have to wait and see how the locals take to that.

Yep, it is in the BRB FAQ. You can measure anything, at any time, for any reason.

When you think about it, quite odd really that you can measure in a game with mediaval theme and not that developed technology, but not in a sci fi game with supposedly very advanced tech...

It speeds the game up, alot. And in case you missed the magicians throwing doombolts and the troll gnawing on freddie's leg, this really isn't meant to be a realistic game.
I can see 6th edition of 40k becoming a premeasure game too.
