I've narrowed my choices for the league down to one of these four lists. The FOC is as follows:
1 HQ
2+ Troops
0-1 Elites
0-1 Heavy Support OR Fast Attack

And this is a 600pt tournament.
Number 1: Eldar Wraithspam List 1

Farseer with Mind War-75
7 Wraithguard with a Warlock with Destructor 280
5 Dire Avengers-60

Wraithlord with twin flamers, missile launcher and Wraithsword- 125

Number 2: Eldar Wraithspam List 2

10 Wraithguard with a Spiritseer with singing spear-384

Number 3: Imperial Guard Blob List

Lord Commisar with power weapon-80
Priest with Eviscerator- 60
Infantry Platoon-

5x Infantry Squads (10-man) - 250
Veteran Squad with autocannon and 3 sniper rifles- 95
Hydra with Hunter Killer Missile- 85

Number 4: Deathwing (Dark Angels)

I think the first wraith spam list will do the best also i would use put conceal on your warlock to help protect your wraith guard. fortune is also very useful if you could get enough points some where to put it on your farseer but mind war is also useful for taking out hqs ,power fists or heavy weps pick which ever one you think will work better.
the wraith lord will be very hard for players at this point value to kill so that's good. the only thing your really lacking in is ranged anti tank you might want to re adjust to fit in a missile launcher on your wraith lord.

Neither Eldar list looks optimal, simply because you're footslogging, and have little bar the Wraithguard that can threaten anything. List 1 is better than list 2 because the Wraithlord can at least work to draw fire from the WG and the Avengers, but only if it's threatening; a fast army like a mechanised list can run rings around the wraithlord and simply empty all fire into the guard.

The first thing i'd do is swap out the Warlock's Destructor for Conceal, since a 5+ cover save is better than nothing, and with 12" range, you're not exactly going to be able to sit in area terrain and shoot like other units. That does, however, bump the army up to 605pts, which can be remedied by swapping the WL's EML for a Scatter Laser, which is admittedly a bit of a downgrade, but acts as your only ranged weapon; it's either that or lose the Wraithsword, which leaves you with 5 pretty much unspendable points, which can go on a Singing Spear or... a Singing Spear...

I would also look to swap Mind War out for Guide, or even Doom (spending the 5 spare pts if you went with the above route); guided wraithcannons can hurt a lot, and with wounding on 2s already, they don't really need to be fired on a Doomed target, making it a little useless for WG, but reasonable for DAs.

For the second list to work, you need to put those Banshees in a Wave Serpent, which means losing some WG, which means they can't be troops and you need another troops choice; it isn't really a good option.

Wraithspam can potentially work, but at 600pts, I wouldn't call it viable, especially with the School League restrictions stopping you from taking a second wraithlord.

In the practice games I had, the banshees did better than the wraithlord. They have more wounds and attacks, and are less obvious so generally make it to the enemy.
But basically, I'm not opposed to changing these lists- what does anyone think of the guard and DA lists?

If you have the models try this instead for your guard list.

CCS 75 1x Lascannon
PCS 45 3x GL
IS 60 1x GL, 1x Autocannon
IS 60 1x GL, 1x Autocannon
IS 60 1x GL, 1x Autocannon

PCS 30 2x GL
IS 65 1x Lascannon
IS 65 1x Lascannon
IS 65 1x Lascannon
IS 65 1x Lascannon

Plus if you blob the squads together, FRFSRF lasguns are nothing to laugh at when playing at 600 points.

Unless someone comes at you with two land raiders, 5 lascannons should suffice with armour attacking at this points level.

Blob the squads in groups of 20 or so to keep them from running away and force more wounds on them before you have to take a morale check.

For the other eldar lists, I'd recommend a Farseer with fortune instead of mind war, fortune is perhaps the most annoying ability of the Eldar psykers as it increases durability of units which is vital at low point levels. 5 Man squads of Dire Avengers seem pretty meh since they only need to take 1 wound before they have to see if they run away. Plus being T3 and non meched makes them far less durable against things like massed bolted fire.

Currently I have no heavy weapons, so I'll take that into account.
I'm not a fan of giving Guardsmen Heavy Weapons- you lose a valuable lasgun shot... I only half kid. Lasguns don't have a long enough range to make shooting from the deployment zone all game viable.
By dumping a Lord Commisar and priest into a 50-strong blob, you get re-rolls on LD tests and re-rolls to hit in combat, along with a lovely eviscerator for the priest to shred any tanks you come across, and by not upgrading, you get more lasguns. With FRFSRF on the squad and the laspistols from sergeants, that could be 140 shots a turn, along with a bolt pistol/bolter from the Commisar.

Grenade Launchers are ok. I'll take them if I can wrangle a few more points out of the list. Not too sure about the Hydra either, maybe it could go in exchange for a Camo-Cloak on the Commisar (Giving the entire unit stealth), a Lascannon for the Vets and some GLs for that squad. Obviously, in an objective game I'll need to un-blob, but I'll likely not go lower than 20-strong for each unit of guard.

That's what I was thinking, but I'd keep one unit on the board to begin with so that I'm guaranteed both units by turn 1 (Deathwing Assault FTW!)

The power weapons in a Guardsman squad are something I never even considered, I'll make use of that.
My final list looks like this:

Lord Commisar with Powersword and Camo-Cloak-90
Priest with Eviscerator and Shotgun-60
Platoon Command Squad with 4 Grenade Launchers- 50
2 Infantry Squads with one Power Weapon and Meltabombs each. - 130
2 Infantry Squads with one Power Weapon each- 120
Veteran Squad with Autocannon team and 3 Sniper Rifles- 95
Scout Sentinel with Camo-netting and missile launcher- 55
Total- 600

I swapped the Hydra for a Sentinel so that the Veteran squad can focus all their long-range fire onto one target. Most things I'd fire a Lascannon at would shrug off a sniper bullet. With camo-netting, that Sentinel can hide in a forest without moving and therefore not incur any terrain tests at all, while getting an excellent cover save.
