If a sternguard group takes stormbolters can they still use the special ammunition?

Special Issue ammunition works only with Bolters and Combi-Bolters.

It does not work with heavy bolters, bolt pistols or Storm bolters as these are not bolters.

No, only Boltgun-armed models have the "Special Issue Ammunition" - see the rule on pg63 in the SM codex.

We follow in the footsteps of Guilliman.
As it is written in the Codex, so shall it be.

and on top of it, since each special ammunition has it's own profile, even if you could use it in a storm bolter, you wouldn't gain anything because you would be using the profile of the ammo, not the storm bolter. So you would pay 5 pts for literally nothing.

I asked similar questions when putting together a Sternguard heavy list Dawnlord. I'm still kind of iffy on why Sternguard even get options other than combi-bolters, since I can't see why you'd ever take them.

This is a fifth edition change (not the ammo obviously) storm bolters have always before counted as a combi weapon

For the Emperor! Kill Maim Burn!... I mean purge the unclean!

You may be getting confused with Chaos Combi-bolters, which are the forerunner to the current Storm Bolter, which are TL Bolters.

Old Space wolves had Combi-bolters as well(which were exactly the same as the chaos ones)
Finally remember just having "Bolter" in the name somewhere does not make the weapon a Bolter/boltgun, much in the same way an Eldar Fire dragon is neither a "Fire" nor a "dragon".

Not to mention that the special ammo only came around in 5th edition, so even if storm bolters had been treated as a type of "bolter" in 4th edition (which they didn't), it wouldn't have mattered since there was no special ammunition anyway (barring Deathwatch, who I don't think could take SBs).
