Hey, new to warhammer and havent managed to find out the paramenters for armies? Could someone please tell me them? All i know currently is that its 25% for rare choices and dont have a clue about lords/core/special :(

Up to 25% Lord
Up to 25% Hero
At Least 25% must be spent on Core
Up to 50% Special under 3k points can take up to 3 duplicate choices IE: (using Skaven as example due to Island of Blood) up to 3 rat ogre units, 3 jezzail units or 3 plague monk units, over 3k points the number is doubled.
Up to 25% Rare under 2k points can take up to 2 duplicate choices IE: up to 2 Hell Pit Abominations, 2 Doomwheels or 2 Warp Lightening Cannons, over 3k points the number is doubled.
You must include 1 Hero or Lord to use as your general. You must have at least 3 units in addition to any lords/heroes.

Or better yet try to find the IOB small book.

IOB small book is a good deal. You can probably pick it up on ebay for a lot cheaper then you would the rulebook.
