IF you attach an indepenant unit [priest, lord commisar] to a unit and have the unit stealthed under Creeds special rule, does the attached independant character gain the stealth rule as well?

Same question for stealthed units in general if I scout stormtropers or forward sentry vetrens does the bonus carry over to the attached character?

I don't have a 5th edition rulebook btw. getting one for my b-day in about a month.

The bonus from Stealth is conferred to the entire squad.

Scouts is lost by a unit if it is joined by an IC without the rule.

Also, it sounds like you are confused about the Stealth and Scouts rules. Creed does not give anyone Stealth. He can give Scouts to one unit. Scouts does not confer Stealth. Veterans with Forward Sentries do get Stealth, but giving Scouts to Stormtroopers does not give them Stealth. You CAN get Stealth to a big infantry blob and a Lord Commissar if you give the Commissar a camo-cloak, but again the Scouts rule has nothing to do with Stealth.
