I cannot see the Paint Range Compatibility Chart article in my watchlist. I have tried unwatching and the rewatching it with no success. What am I doing wrong? I can see all of the other articles that I've set on watch.

Is it perhaps related to me Exalting the article thread?

The article watchlist is buggy and getting phased out. There are only a handful of users who use it, and a more usable alternative will be brought in. Please excuse the very long delay in getting it up and running though, it will still be quite a while.
