So after having feedback on my old 1k Skaven list I have come up with the following.
Chieftain, BSB, Halberd.
Warlock Engineer, Wizard Lvl 2.
Clanrats (39), full command. <- Chieftain will go in this block.
Clanrats (39), full command. <- Warlock Engineer will go in this block.
Skavenslaves (50) full command
Skavenslaves (50) full command
Hell pit Abomination.
Total of 939, any ideas on the spare 60 points?
I will mainly be playing high elves, Bretonians (all cav apart from Trebuchet) and ogre kingdoms. I'm hopefully going to be able to overwhelm my enemy with the 180+ bodies I am fielding at 1k. The only thing I'm not sure about is the hell pit abomination, would it be better to take it out for a warp lightning cannon & 2 rat Ogres?
Comments and suggestions please!

That's a tough call. If it was my list, I'd probably drop the Hell Pit for something else, mostly for personal enjoyment. I think you'll find a lot of your games will end up hinging entirely on whether the HPA flubs, or comes through.
You'll be a little safer since you're not running against Dwarfs, Tomb Kings, or Empire who could shell the thing pretty early.
I *do* like all the bodies, and can say at 1000 points, that would look pretty cool, and be pretty intimidating to boot.

Couple comments:
You may consider shields on your clan rats. It ups their armor save and gives them a parry, to make them stick around longer.
You can save 8 points by taking the two pawleaders out of the slave units; the extra WS2, S3 attack really isn't worth it.
Some sort of ward save on your BSB would be ideal, since you REALLY want him to stick around. A ward on your Warlock Engineer wouldn't go amiss either, since right now he has no save at all and will in all likelihood kill himself with warp lightning eventually.
I'd second the call to drop the HPA. Swap him for a pair of Warp Lightning Cannons and you save 55 points, but can now hit two units a turn. WLCs are one of the deadliest units in the skaven book, and will absolutely DESTROY ogres thanks to their multiple wounds rule and template. You could also do one WLC and a Doomwheel, if you wanted.
2 Rat Ogres won't really do much on their own, and their Frenzy means they won't always be where you need them. In larger games a nice 6-8 block of them can be fairly intimidating though.
Depending on what the HE player fields as core, you may find that some weapons teams will be useful here. Warpfire Throwers can put a serious hurt on deep units like cavalry, will absolutely toast high elf blocks and can do decent damage to ogres thanks to MW(d3). Their main weakness is to light BS shooting usually (bows/handguns/etc.), but I don't see too much of that here.

I'd say if you're in it competitively then drop the HPA for twin WLCs. However eventually the Ogre player is just not going to want to play you, you shouldnt be tailoring list specifically to take it easy on someone but you shouldn't be tailoring your list specifically to make someone miserable in a friendly game. Stick with the HPA. I would be tempted to add a warlock engineer with doomrocket and the death globe on the other warlock. Or as is you may want to add the Storm Banner, it would be great against all your opponents, would not hurt you as you have no real shooting. Storm Banner would leave 10 points so maybe seed of rebirth on that warlock to make him more devensive. I would also think about swapping that hally out for a shield on the Chieften, being the most important guy you are fielding he needs all the protection he gets a 4+ AS and 6+ parry ain't too bad. YOu could also free up points by dropping the champs from the slaves, they are generally useless.

Thus, After having thus successively taken each member of the community in its powerful grasp and fashioned him at will, the supreme power then extends its arm over the whole community. It covers the surface of society with a network of small complicated rules, minute and uniform, through which the most original minds and the most energetic characters cannot penetrate, to rise above the crowd. The will of man is not shattered, but softened, bent, and guided; men are seldom forced by it to act, but they are constantly restrained from acting. Such a power does not destroy, but it prevents existence; it does not tyrannize, but it compresses, enervates, extinguishes, and stupefies a people, till each nation is reduced to nothing better than a flock of timid and industrious animals, of which the government is the shepherd

Two cannons are better than one HPA, although at 1000 points, a HPA can certainly wreak hilarious havok on your opponent's army.
