I was wondering, could i make up a second founding chapter or are they all set in stone and none can be added.

Yeah, you can. The Ultramarines in particular are stated to have 23 second founding successors but the 23 aren't named. In all honesty, they'd have more than twenty three considering how huge their legion was...

Though for some of the original legions this would not work as well. Some have a certain number of already named successors more or less set in stone.

The entire purpose of successor chapters is to give players something to work with as far as personalization goes.
