It really depends on what role you want them for. Defender guardians are excellent at providing some cover fire with their heavy weapon whilst in cover whilst storm guardians help beef up small, elite units such as wraitlords, the Avatar, scorpions, banshees, etc in close combat.

The first trick to learn with Storm Guardians is that they are not an assault unit, they are a shooting unit. In combat they have to get really lucky to beat something as basic as a Tactical Squad, they can maybe beat a squad of Tau (not really an accomplishment) or Guardsmen (who just laugh and shoot you to pieces the following turn) but against anything which even resembles an assault unit they get crushed. Using them to support other Aspects just gives away free combat res. On foot they are a massive waste of points, Eldar are not Orks and don't need hordes of guys running up the field and like all Eldar units they really struggle when trying to use a Serpent as an assault transport (only a single hatch at the rear, can't move/disembark assault etc). However out of Serpent with 2 Flamers + Destructor Warlock however they are one of the best horde clearing options Eldar have, and in terms of damage output they beat Bladestorming Avengers for less points.

Defenders are a pretty meh troop unit. In a competitive (mech) list they are a waste since you can't fire the heavy weapon from the transport but you also don't want to leave them on foot since it slows your army down, Avengers and Storm Guardians work much better from a Serpent, often for less points. In a Foot based list they are still pretty terrible individually, but are still probably the best option available since they are cheap and can bring a heavy weapon, so they can safely take pot shots at vehicles from across the board.

Well, I use Storm Guardians with flamers in my mech army. However, I think that Guardian Defenders with scatter lasers are worth considering in a footdar army. They could hold an objective or walk in the Avatar's bubble making them fearless.

Well, if you do use a footdar list, and take an Avatar (which I think you should), then all units around the Avatar are fearless. Which in this case inclues the roughly 30 guardians you also have.

I would not rely on either in CC, however if you had to pick I would say storm guardians - if you had two flamers and a warlock with Destructor and you could flame the hell out of a platoon of IG or Ork boyz, kill most of them, then assault and hope to kill the rest. But with WS3 and I 4, they are not that good. You could take a Warlock with enhance and increase the WS and I by one, but for 15 points, I do not know if I would waste it on Storm Guardians.

In my opinion, all around gaurdians are better. There are units out there already for situations with cc, so another cc troop choice isnt really needed. However, other than dire avengers there arent too many units where you can throw shots at your enemy like gaurdians do.
In cc, obviously sg are better, with an option for flamers and all getting pistols.

They'll get their update and glory eventually, and Eldar is pretty important for 40k
No rush if you are just collecting unless you need a playable army asap

I have many 40k armies, but Eldar were my first and still my number 1 love in the game. Just like their fluff and their army look... Cheers and good luck with them. Don't get frustrated by losing with them at first, the army is very unforgiving and they are much more challenging to play and do well with then other 40k armies.

Or rather, the current codex already had it's glory days.
