How's this for an idea: what if initiative was used for shooting, as well as CC. A lot of the time, this would have no effect, as units would all be shooting at the same time, but if there was a character in the unit with higher initiative, he could use a weapon...like a combi-melta to open up a transport so the squad he is with could shoot the unit inside. It would work on the same principle as shooting a transport and assaulting the unit inside-only the guy(s) with higher initiative shoot first, then the rest of the squad shoots after. This could change things around so we don't always see high powered special characters running around in assault squads, but instead may see normal characters leading shooty units. What do you all think?

Reality is a nice place to visit, but I'd hate to live there.

How is that doing nothing? Did you even read what TTW wrote? Rest of the unit could "split fire" but they could only shoot at what disembarked from destroyed vehicle.
Fire dragon Exarch shooting and wrecking rhino first, then the rest of the squad melts marines who were riding it for example. It could work I guess.

Back to topic: Why would nimbleness and agility affect how well you can shoot?

The only problem is that it doesn't affect arimies with the same initiative across the board such as Guard, Tau, and Necrons.

meh, i like the idea, but not in the current ruleset. i think it would be much better if we got a completely different ruleset in 6th. A sort of everyone moves, everyone shoots, everyone assaults, etc would be really cool if initative took precedent over "who rolled first turn".

So as an example Eldar player vs Guard player would roll off for first turn (Guard win). In the first movement phase despite not winning the roll of the Eldar's dire avengers would move first (representing higher initative), but in cases of equal initative the roll off winner would go first.

Arguably this would make low initative better because you'd be allowed to move in response to enemy, but then again higher init gets to strike first in each phase.

just my slightly relevant 2 cents

Again, this doesn't help Tau, Guard, or Necrons in the slightest. Makes it worse.
