I have seen this term used as a title in Space Marine writeups in Battle Report write-ups in White Dwarf, including just recently in issue 382 (Codicier Vartus for 130 points).

I have been through the latest Space Marine codex and can find nothing. Is it just fluff for another character?

Back in 2nd Ed, your Librarians could be purchased at different ranks, from a lowly Lexicanium, to Codicier and finally Epistolary, each with increasing stats (and possibly psychic power allowance, can't remember), and marginally unique models.

IIRC, the final rank of Chief Librarian was reserved for special characters.

Each rank of Librarian has different tasks, the lowest will only maintain record integrity and rewrite books, the rank above will write the history of the chapter, the rank above will look after relics and be in councils.

Codicers are mid rank Librarians.
