I have just got tickets for the 2012 doubles. And I read through the rules and came across this (it may seem dumb but what the hey )

Each player’s 875 point Force must contain 1 HQ
choice and 1 Troop choice from their respective Codex.
The remaining slots from the Force Organisation Chart
can then be used by either Force.

Does this mean that there is still a single chart for both players or one each?

You have one FOC between you. So a maximum of 3 Elite between the two 875 point forces.
