Hey, and first of all thanks for helping me.
Secondly, I've decided to get a (possibly new) army in 40K. Atm I have a necron battleforce, and a lord (before new releases).
I was thinking about starting a new army, however I am still open to suggestions of a necron nature.
I aiming for a list in the 1000pt-1500pt range, which would do well against MEQ and IG.
Armies that interest me:
Orks
BA
DE
Tau
SW
DA
Armies I am indifferent about:
CSM
BT
SMcodex
Eldar
IG
Daemons
any that ive missed go into this spot.
Now, the kind of list I am going for can be anything that is semi-competetive, cheap to make/build, and allows room for lots of fun conversions.
I dont have exactly 150 dollars, because it is my aunt who is buying them for me, and hasnt told me a price range, however when I asked her she said
" I strongly suggest you push your aunt to the limit." So that could me anywhere from $100-$200.
What opinions do you guys have?

No matter what you get you should use the Swap shop on this website or ebay to buy your minis. NEVER buy stuff directly from GW.
Necrons would be a good bet because the new codex is coming out this Friday and still uses the units that are in the old battleforce.

If possible, find a non-GW hobby store of some kind that sells GW stuff at a discount. If you can't, don't worry about it. Free stuff is free stuff.
As for what to take, it depends what you want the most.
Of the ones your interested in, SW is probably the most competitive. Then BA, DE, DA, Tau, and Orks, in that order (IMO anyway, and i think most people will agree in general, though some might want to move certain armies up 1 space or so, but really it doesn't matter much). I'm not sure if you wanted to do necrons, but they're getting anew book and new units this Saturday, so if you like them, now is not a bad time to start. I see them as being fairly competitive (even with DE, maybe), and they look like a fun army to build/paint as well.
DA is the cheapest to build if you go with Deathwing, as it is entirely made up of terminators. You could run a 1000 point list with 20 terminators and the HQ for a little over $200, and 2000 points for about 500. Orks, Tau, SW, necrons and DE are all fairly expensive (probably 6-700+ for 2000 points), and BA are maybe 550 or so if you go all jump packs and no tanks (which is definitely a fun way to play BA). Basically, tank armies cost a lot. These prices vary depending on what you want to use unit-wise, and the prices are based on GW.
Orks are by far the most customization when it comes to making conversions. They can pretty much take any vehicle or weapon bit and add it on to something just because it looks cool. So, they are a lot of fun modeling-wise.
The other armies are customizable in a number of different ways. You can model trophies on certain units, change poses, and really do most anything you want to so long as it makes sense (though i suppose it doesn't have to). It's not hard to add detail and extra bits onto any army. Most are not as open to anything wacky (whereas orks encourage it), but for the most part if you think it's cool you can certainly do it.
Another thing i'd keep in mind is that this december GW is coming out with a SM and DE mega box thing that might be around 200 dollars (though i'm not sure about that), and contains a pretty decent value of units, even if they do not all work together "competitively" as well as they could. It would be an okay way to start a collection and give you some options.
Anyway, hopefully some of that helped :-P

Seriously, ebay has to be the way to go. Orks/SM are always good as there's plenty of AOBR stuff around in good condition.
If you already have a start of Necrons I would maybe look here though. Get the codex first then see what interests you. Warriors/destroyers/liths are still best picked up on ebay I feel ... save the new purchases for the new models.

I would say the cheapest armies are GK for lack of models, Orks as AoBR are plentiful and useful and DA for deathwing or ravenwing.
DA looks like Captain in termy armour, 15 assault termies with 3 CMLs, 3 preds and 3 typhoons.
Or Ravenwing looks like captain on jetbike, 18 bikes plus 6 attack bikes or swap bikes out for landspeeders.
BA need to really avoid the death company.
4 loads of 5 assault marines in a razorback
4 preds
librarian
or
3 ten man assault squads with jumppacks
5 man honour guard with jump pack
3 priests with jump pack
librarian with jump pack
SW
4 combimelta, wolf claw would guard with 1 TDA with CML.
3 lots of 7 men, melta, banner, mark of wolf in a rhino
3 squads of Long fangs
Rune priest.

I'd say one of the cheapest full armies right now is DoA for BA. A way to getting them cheaper is trying to find someone older that you trust to help you get stuff off ebay/dakka swap shop etc.
